Yankee Clipper Council, BSA Silver Beaver Award

The Silver Beaver award was introduced in 1931 as a means of recognizing Scouters who provided distinguished service to youth on the local level. The award is made by the National Council, upon the recommendation of the Local Council.

The first Silver Beaver awards were issued on a blue / white / blue pocket ribbon.  Due to the heavy weight of the medallion, it was switched over to a neck ribbon in mid 1932. 

Initially the Silver Beaver award was only presented to men, with the Silver Fawn being a similar award for deserving women.  The requirement were changed in 1974 to allow the Silver Beaver to be presented to both outstanding male and female Scouters.

The Silver Beaver Award is given to honor noteworthy individuals of exceptional character for their service not only to the Boy Scouts of America but also to all youth through their involvement in community activities such as civic, business, professional, religious, fraternal, veteran, etc.  This award is based on exemplary service at the Council level, which clearly surpasses the individual’s unit or district.  Only registered, volunteer Scouters, over 21 years of age are eligible for nomination.

The Silver Beaver Award is presented annually to deserving individuals, after careful consideration by the Silver Beaver Selection committee.  Nominations are not kept for nominees not selected.  An application must be resubmitted for individuals to be considered for this award.

The Boy Scouts of America, acting through the National Court of Honor, may award the Silver Beaver Award for distinguished service to youth upon the following basis and procedure:

 

  1. (a) This award may be made each year upon the nomination of chartered local councils. These nominations shall be submitted not less than 30 days in advance of the date upon which it is desired to present the awards.

  2. (b) The award is made for noteworthy service of exceptional character to youth by registered Cub Scouters, Scouters, Varsity Scouters, and Venturing leaders within the territory under the jurisdiction of a local council.

  3. (c) As evidence of the award there shall be presented: a suitable certificate, duly authenticated by the Boy Scouts of America, pursuant to the action of the National Court of Honor; and a miniature Silver Beaver suspended by a blue and white ribbon to be worn around the neck.

  4. (d) It shall be a general policy that no public announcements shall be made by the local council in advance of action by the National Court of Honor with reference to names presented for consideration.

  5. (e) These awards shall be made to the recipients by the local council concerned with its annual meeting or other public function.

  6. (f) Each duly chartered local council shall be entitled to one nomination. Councils having more than 60 traditional units shall be entitled to further nominations on the basis of one for each additional 60 traditional units or fraction thereof in their territory, as of December 31 preceding the nomination, according to the records of the national office.

  7. (g) Councils not using their full allotment in any year may accumulate the unused portion for use in any subsequent year.

  8. (h) In extraordinary cases, the Silver Beaver Award may be made by the National Court of Honor to a Scouter upon the recommendation of the duly constituted Scouting authorities having supervision of one or more units of the Boy Scouts of America, located outside of the United States and not under the jurisdiction of a local council.

All Silver Beaver nominations must be submitted,Silver Beaver Nomination Form, prior to April 18, 2011, for consideration by the selection committee.  Because of the distinguished nature of this award, it is essential to include as much information about the nominee as possible.  The form asks that very specific data be provided, including an extensive Scouting history and current status as well as accomplishments, making this nominee the most qualified for the award.  Areas/questions left blank will be considered as no service given.  The nomination is held in strictest confidence from the nominee and while it is not appropriate to interview the nominee for information, casual conversation may elicit the data required.  Other sources of information may be used such as: spouse, Scout Service Center records, friends, neighbors, and other Scouters.  Every possible precaution must be exercised in obtaining information in order to preserve the integrity of the award.  The individual nominated should have no knowledge that he/she is being considered.  This is a requirement of National policy and prevents possible embarrassing situations for the nominee.
 
The application for nomination for the Silver Beaver Award must be submitted to the Council Service Center no later than April 18, 2010 for consideration.  Submission may be in person, mailed or e-mailed.  In all cases, late entries will NOT be considered.  Silver Beaver Nomination Form  Nominations need to be addressed to:
